May 19 HNA CodeNEXT Resolution

HNA members here is a resolution regarding Code Next for your consideration and vote on Wednesday, May 19th. Sent yesterday
was also a letter to City Council for your

RESOLUTION

WHEREAS The City of Austin has proposed revising Austin’s zoning ordinances under CodeNext; and

WHEREAS it is the responsibility of city government in a democratic society to be responsive to the wishes of its citizens: and

WHEREAS zoning is meant to provide for orderly, stable development of cities; and

WHEREAS the City of Austin has stated that it would not force density on established neighborhoods; and

WHEREAS the proposed zoning changes under CodeNext would adversely affect the following elements of the Hancock Neighborhood:

1. destroy neighborhood character in an establishedneighborhood that is already densely populated;
2. create uncertainty whenever any property is sold as to how densely the lot would be developed with no neighborhood right to protest administrative applications;
3. dense development would implicitly require the destruction of established neighborhood tree canopy;
4. ignore parking needs by not requiring one onsite parking space per bedroom or resident;
5. would not demonstrably result in more affordable housing through increased density;
6. overburden the aging sewer and water system;
7. threaten increased flooding in a neighborhood that has already experienced flooding after heavy rains; and
8. not provide for effective enforcement of problems associated with dense development such as inadequate maintenance, garbage violations, inadequate parking and noise.

THEREFORE, BE IT RESOLVED BY THE HANCOCK NEIGHBORHOOD ASSOCIATION THAT:

Our Association opposes CodeNext as it relates to the densification of our neighborhood on streets that currently are primarily historic houses. We want the city to create a zoning system that allows for the
preservation of our neighborhood character by preserving historic architecture and neighborhood character, limiting increased density by converting existing garages into granny flats and densifyingexisting
commercial corridors. We ask the City to commit to preserving our historic neighborhood so that it is not used for wholesale development by non-residents whose sole objective is profit and not quality of
neighborhood life.

Reminder: Important Hancock Neighborhood Meeting, Wednesday, July 19

Dear Hancock Neighborhood residents:

HNA's Wednesday, July 19th regularly scheduled meeting is very important. Please put on your calendar. The meeting is from 7:00-8:30 at the Hancock Recreation Center. We will be meeting in a room on the main floor.

We will vote on the officers who have been nominated for President, Mark Harkrider; Secretary, Mary Sanger and Treasurer, Bruce Fairchild. A nomination for Vice-President will be submitted for your vote; and nominations for VP can come from the floor on July 19th. Dues paying members are allowed to vote. If you have not paid your dues of $5.00 per family for 2017, you may do so at the July 19th meeting.

The agenda will include:

  1. a report on Code Next, a discussion of Code Next and possible vote by HNA on a Code Next resolution to be sent to Mayor, City Council and appropriate Land use Commissions
  2. a report from the Zoning committee on the Perry Estate development plans
  3. a report from our ever vigilant neighborhood anti -graffiti team
  4. residents' response to the City's music venue sound monitoring activities
  5. discussion for a Historic District volunteer exploration committee

I want to take this opportunity to remind you of the upcoming deadlines for submitting public comments on CodeNEXT’s maps and affordability plan.

Friday, July 7th is the deadline for submitting your comments on CodeNEXT’s draft map. As you may be aware, the draft maps propose significant changes to neighborhoods throughout District 9. If you have not already, please take the opportunity to view the proposed map of your neighborhood and provide feedback to the CodeNEXT consultants.

The CodeNEXT consultants recently released their affordability plan. This part of the Code is critical to the City of Austin and requires comprehensive review and public feedback. Public comments on the affordability plan are due by Friday, July 14th.

All families and pets are invited to participate in the parade or to cheer on the participants along the route. The parade route will begin at the Lee Elementary School parking lot on Harris Avenue and travel west on Harris Avenue, north on Woodrow Street, west on Texas Avenue, south on Montrose, and then follow Harris Avenue back to Lee Elementary. At the school we will enjoy snacks, watermelon, lemonade, cold water, entertainment for the kids and more!

The Music & Entertainment Staff invites you to give us your feedback and experience to date with the Red River Extended Hours Pilot. Your response is important to understanding the impact of the program.

The purpose of the pilot is to study the economic and other effects of allowing Red River Cultural District music venues to play amplified sound an additional hour Thursday-Saturday. Reminder: District 9 CodeNEXT Open House on Saturday, June 3, 10AM-12PM

Dear District 9 Neighbors,

I want to remind you that on June 3, 2017, City staff will host a CodeNEXT Open House at City Hall from 10:00 AM - 12:00 p.m.

As we approach this weekend, please visit http://austintexas.gov/codenext to learn more about CodeNEXT, to read the proposed land use code, and to view the proposed maps. If you have specific feedback for City staff and the consultants about the proposed Code or the mapping, please also feel free to copy my office (kathie.tovo@austintexas.gov) so that I am also aware of your feedback.

My office has received word that there will be a large event occurring outside of City Hall during the same time as the Open House. Please arrive early to secure a parking spot or, if possible, opt to bike, walk, or take public transportation to City Hall.

The Open House will occur in the Chambers. The meeting will be televised within City Hall and extra seating will be provided in front of the televisions in the atrium and the Boards and Commissions room. Light refreshments will be provided.

Your participation is critical in ensuring that the City’s land development code rewrite is successful. I truly hope you can attend.

Baker Sector (1 2) Commander's Forum Tuesday May 30

Hello,

Commander Andrew Michael would like to invite you a community forum next week Tuesday May 30th at Lee Elementary School, 3308 Hampton Road in the library from 6:30pm to 8:00pm. We are going to try a new approach to the forums. Instead of quarterly forums involving the entire Region 1, we are now going to have monthly meetings where we invite a smaller number of districts. In this case, we are only inviting residents from West Campus, NUNA, Old Enfield, Pemberton, OWANA, Hancock, Red River, East woods Caswell Heights, or anyone living in the Baker 1 and 2 Districts. We are having these meetings in your neighborhood with the hopes of generating more attendance and participation. This is your opportunity to ask your District Rep or the Commander any questions you have regarding APD. Next month, we will have a meeting involving residents from Baker 3 and 4. We will be updating our meeting schedule in the future on our website. Hope to see you there!

As many of you know, City staff and consultants released the CodeNEXT draft Code and maps in recent weeks; both the proposed Code and the proposed maps could prompt significant land use changes in most District 9 neighborhoods.

On June 3, 2017, City staff will host a CodeNEXT Open House at City Hall from 10:00 AM - 12:00 p.m., and I hope you will attend.

The draft of the new land development code, known as Code Next, has rezoned the Hancock neighborhood.

Officers of the Hancock Neighborhood Association urge you to attend the HNA meeting at 7 p.m. Wednesday, May 17, at the Hancock Recreation Center, on the grounds of the Hancock Golf Course. Come find out what this new zoning means for your home, your street and our neighborhood.

Karen McGraw, Austin architect and member of the Austin Planning Commission, will present the ordinance’s main points. We encourage everyone to come.
