RESOLUTION

WHEREAS The City of Austin has proposed revising Austin’s zoning ordinances under CodeNext; and

WHEREAS it is the responsibility of city government in a democratic society to be responsive to the wishes of its citizens: and

WHEREAS zoning is meant to provide for orderly, stable development of cities; and

WHEREAS the City of Austin has stated that it would not force density on established neighborhoods; and

WHEREAS the proposed zoning changes under CodeNext would adversely affect the following elements of the Hancock Neighborhood:

1. destroy neighborhood character in an establishedneighborhood that is already densely populated;
2. create uncertainty whenever any property is sold as to how densely the lot would be developed with no neighborhood right to protest administrative applications;
3. dense development would implicitly require the destruction of established neighborhood tree canopy;
4. ignore parking needs by not requiring one onsite parking space per bedroom or resident;
5. would not demonstrably result in more affordable housing through increased density;
6. overburden the aging sewer and water system;
7. threaten increased flooding in a neighborhood that has already experienced flooding after heavy rains; and
8. not provide for effective enforcement of problems associated with dense development such as inadequate maintenance, garbage violations, inadequate parking and noise.

THEREFORE, BE IT RESOLVED BY THE HANCOCK NEIGHBORHOOD ASSOCIATION THAT:

Our Association opposes CodeNext as it relates to the densification of our neighborhood on streets that currently are primarily historic houses. We want the city to create a zoning system that allows for the
preservation of our neighborhood character by preserving historic architecture and neighborhood character, limiting increased density by converting existing garages into granny flats and densifyingexisting
commercial corridors. We ask the City to commit to preserving our historic neighborhood so that it is not used for wholesale development by non-residents whose sole objective is profit and not quality of
neighborhood life.

Dear Hancock Neighborhood residents:

HNA's Wednesday, July 19th regularly scheduled meeting is very important. Please put on your calendar. The meeting is from 7:00-8:30 at the Hancock Recreation Center.

We will vote on the officers who have been nominated for President, Mark Harkrider; Secretary, Mary Sanger and Treasurer, Bruce Fairchild. There has been no nomination for the Vice President's position. Nominations and vote for VP can come from the floor on July 19th. Dues paying members are allowed to vote. If you have not paid your dues of $5.00 per family for 2017, you may do so at the July 19th meeting.

The final agenda for the meeting will be sent out by July 9th.

The agenda will include

1. a report on Code Next, a discussion of Code Next and possible vote by HNA on a Code Next resolution to be sent to Mayor and City Council;
2. a report from the Zoning committee on the Perry Estate development plans;
3. a report from our ever vigilant neighborhood anti -graffiti team;
4. residents' response to the City's music venue sound monitoring activities.
5. Historic District volunteer exploration committee

Join us for the 7th Annual Hancock Neighborhood Association 4th of July Parade and Picnic! All families and pets are invited to participate in the parade or to cheer on the participants along the route. The parade route will begin at the Lee Elementary School parking lot on Harris Avenue and travel west on Harris Avenue, north on Woodrow Street, west on Texas Avenue, south on Montrose, and then follow Harris Avenue back to Lee Elementary. At the school we will enjoy snacks, watermelon, lemonade, cold water, entertainment for the kids and more!

I want to remind you that on June 3, 2017, City staff will host a CodeNEXT Open House at City Hall from 10:00 AM - 12:00 p.m.

If you have specific feedback for City staff and the consultants about the proposed Code or the mapping, please also feel free to copy my office (kathie.tovo@austintexas.gov) so that I am also aware of your feedback.

My office has received word that there will be a large event occurring outside of City Hall during the same time as the Open House. Please arrive early to secure a parking spot or, if possible, opt to bike, walk, or take public transportation to City Hall.

The Open House will occur in the Chambers. The meeting will be televised within City Hall and extra seating will be provided in front of the televisions in the atrium and the Boards and Commissions room. Light refreshments will be provided.

Your participation is critical in ensuring that the City’s land development code rewrite is successful. I truly hope you can attend.

Please mark your calendars for June 3 for an important meeting about CodeNEXT and District 9.

As many of you know, City staff and consultants released the CodeNEXT draft Code and maps in recent weeks; both the proposed Code and the proposed maps could prompt significant land use changes in most District 9 neighborhoods.

On June 3, 2017, City staff will host a CodeNEXT Open House at City Hall from 10:00 AM - 12:00 p.m., and I hope you will attend.

You can also find links on that page for online commenting and to schedule office hours to ask city staff questions about the proposals. City staff has asked for draft comments on the CodeNext text to be submitted by June 7, 2017, and draft map comments the following month.
