RESOLUTION NO. 20130808-051 WHEREAS, in 1998 the Hyde Park Neighborhood Association took the visionary step of engaging Partners For Public Spaces and conducted a neighborhood workshop to consider how public spaces could be enhanced and increased to support local walkable shopping and social spaces resulting in a conceptual project for the future of the Hyde Park commercial hub at 43'** and Duval ("the Project"), known as Hyde Park Plaza; and WHEREAS, the project was not completed at that time due partly to parking issues, but zoning via the Hyde Park NCCD has reduced parking requirements for sidewalk cafes making the project feasible to develop today; and WHEREAS, businesses located at the Hyde Park Plaza, represented by Bick Brown, owner of the Hyde Park Bar & Grill, have initiated a revival of interest in the Project and have funded recent additional study, planning and coordination in order to move the Project closer to reality; and WHEREAS, the Hyde Park Neighborhood Association, the Hyde Park Contact Team and the Hancock Neighborhood Association have voted to support the public and private aspects of the project as currently envisioned with reverse angle parking, shortened pedestrian crossings and additional private common areas and sidewalk cafes; and WHEREAS, this project will renew local infrastructure, encourage walking and biking and is strongly supported by many goals of Imagine Austin, however, there is no clear source of funds to achieve the public portions of this type of small project; and

WHEREAS, City staff has reviewed the project for feasibility, plans have been updated to accommodate reverse angle parking, business and property owners are committed to construct the sidewalk cafes and parking improvements, and the Hyde Park Contact Team has voted to devote fee-inlieu sidewalk funds to the project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: The City Council directs the City Manager to prepare a cost estimate for the public features, as well as a feasible timeline for implementation of the Project, to identify potential sources of funding, and to present these items to Council for consideration on or before October 3, 2013.
