Five Minutes for $5 million in Park Funding

Park Lovers, as you may know, APF and numerous other environmental organizations are fighting to increase city funding for parks. We've been told our collective voices have been heard at city hall, and now, in the last days before the final budget decisions are made, is the time for our last collective push.

If you think parks are underfunded, contact the Mayor and city council members THIS WEEKEND with this message:

I'm a voter, and I strongly and loudly support the GAP effort to raise an additional $4.75 million in funding for Austin PARD to care for our trees, trails, pools and parks.

If we don't fix the problems we have now, we can only expect them to get worse. Part of what makes Austin such a wonderful place to live is the abundance of parks and outdoor space and we need to take care of what we have before we lose it.

Reminder: Parks and Recreation Board Meeting Tuesday, August 27th at 6 PM

The Parks and Recreation Board will hold a meeting this evening, Tuesday, August 27th at 6 PM in the Boards and Commissions Room of City Hall. Here is the agenda. The first item on the non-consent portion of the agenda is a presentation by Jim D. Huddleston proposing the redevelopment of Hancock Golf Course. The board asked PARD staff to put the item on this month's agenda to ensure that the proposal is discussed in a public forum and so that the board can take an official position on the matter. Please attend to register your opposition to Mr. Huddleston's proposal. You can also write the Parks and Recreation Board members to provide input.

Proposal to Redevelop Hancock Golf Course

Dear neighbors,

A proposal is being put before PARD and has been sent to Council to redevelop and sell off the Hancock Golf Course. This is particularly disturbing given the high level of community engagement by residents of Hancock and the neighborhoods of Eastwoods, Cherrywood, NUNA, and Hyde Park with PARD over the Hancock Golf Course just over a year ago in which there was solidarity in preserving and enhancing the golf course with subsequent investments made. It is also disturbing that the short-term cashing out of community park lands is spoken of in this proposal as showing "visionary leadership." Please see the attached documents, which George will kindly post to the HNA site.

Jim D. Huddleston with Crawford, Huddleston & Co. will be presenting his proposal to the Parks and Recreation Board this coming Tuesday, August 27th. The meeting will be at 6 p.m. in the Boards and Commission Room at City Hall. Please come and show your support of the Hancock Golf Course and help send the message that neighborhoods do not want their community park lands up for sale.

The HNA Parks and Green Spaces Committee is preparing a statement based on the input and outcomes of the past community engagement session to make at the Parks Board meeting. The committee will follow this with a draft resolution to be sent to Council which will be presented at the September 18th HNA meeting for approval.

Attached, please find a Hancock Golf Course Community Engagement Action Plan status update. The highlights include the following:

Historical Designation
The historical designation proposal has been presented to the Golf Advisory and the Parks and Recreation Board. Both entities supported moving forward with application for local Historic
District Designation, COA Landmark Designation for the center, National Register District Designation and Texas Historical Commission Interpretive Marker. The Golf Division is working with
internal Planning Staff to prepare the applications. As we work through the application project, we will update you as to the progress and timeline.

Reclaimed Waterline
The Water Utility will need to make some changes to the layout of the vault requiring a short delay in the start of the irrigation renovation. The new vault will require a competitive bid
and it is anticipated one month to 6 weeks before installation. The original plan included trenching next week. However, because of the latest development the start date is now November
1st with tree protection and silt fence the week prior. It is the Department’s intention to complete this project in 2 months.

The rest of the action plan is attached. As always, the Golf Division and I remain available to provide additional details.

Hancock Golf Course Community Engagement Update

This update provides information regarding the three major action items set for accomplishment by the close of the year; historical designation, reclaimed water and concession options.

Historic Designation

In consultation with the Historic Preservation Office, the Parks and Recreation Department has reviewed options with regard to the historical designation of Hancock Golf Course and Recreation Center. The recommendation is as follows: pursuit of a local historic district for the golf course site, which includes the clubhouse and grounds, as well as individual City of Austin Landmark designation for the clubhouse. The different designations are summarized below.

Local Historic District for Hancock Golf Course

For the site as a whole, the Department recommends pursing a Local Historic District. For large parks and sites, a district designation is the appropriate tool. Local Historic District designation will provide protection for the character defining features of the site through the development of design guidelines. Features and buildings are defined as contributing or non-contributing. The clubhouse would be contributing to the property; however a modern playscape would be listed as non-contributing. Once the local Historic District is in place, the Department may choose to pursue National Register District to boost marking efforts. It is interesting to note more than 30 golf courses around the country are designated as National Register Districts. A local example of a park designation as a National Register Historic District is Zilker Park.

City of Austin Historic Landmark

While the 1934 Hancock Recreation Center would be protected by the Local Historic District designation, the Department also proposes that we also pursue a Historic Landmark designation. The combination of these planning tools is most appropriate for this beloved historic site.
