The Hancock Association meeting will hold its first meeting of 2018 on Wednesday, January 17, 2018 at 7:00 pm at the Hancock Recreation Center.

  • Officer nominations

    The Hancock Neighborhood Association bylaws require that notice must be given of the time, place, and nominees at least one month prior to the election of officers. Because such notice was not given prior to the January 17th, 2018 meeting, additional nominees for President, Vice-president, Secretary, and Treasurer will be accepted from the floor at the 1.17.18 meeting, and will then be included in the properly posted notice prior to the election of officers to be held at the March 2018 meeting. The following were nominated for officers at the November meeting: Mark Harkrider, President; Ann Tucker, Vice President; Barbara Epstein, Secretary; Bruce Fairchild, Treasurer.

  • Development in the neighborhood

    The owners of the Perry Estate submitted a site plan in November, 2017 ( Case Number:SP-2017-0161C).( Neighborhood Associations cannot challenge site plans) The City staff submitted many comments concerning the current site plan, including clarification and/or requiring more information on utility placement, designated drainage area, fire plans, off-street and on-site parking-plans, transportation, landscape and tree mitigation. The Perry Estate has until June 10, 2018 to address the staff comments. Bruce Fairchild, HNA Treasurer, will contact resident-homeowners who live on Park, which is next to the Estate, to ascertain if there are any concerns by neighbors with the recent site plans.

  • CodeNEXT Update:

    Draft 3 of the Land Development Code (CodeNEXT) will be released on February 12, 2018 “with anticipated first reading by the City Council in late April, ’18.” The City initially planned to release the 3d draft in November, but staff needed more time to address comments and to edit.

    Major Austin institutions continue to critique the premise behind CodeNEXT and its content. Before the new year, the Austin Independent School District released a strong resolution calling into question CodeNEXT’s basic premise that increasing residential density would lead to affordable housing for working families. AISD called for the preservation of family-friendly neighborhoods. According to the district, existing homes remain the most reliable form of affordable housing for the families that send their children to Austin’s public schools and the teachers who work in them. The school district also warned against CodeNEXT’s elimination of the city’s existing parking rules.

    The City of Austin’s Environmental Commission thus far has refused to support CodeNEXT, saying it has potential negative impacts on area flooding and other environmental issues.

    Austin’s Historic Landmark Commission passed a resolution in October stating that CodeNEXT Draft 2 "does not go far enough to encourage the continued use of existing building fabric, which is a vital component of a diverse, vibrant and equitable community. Instead, CodeNEXT continues to enable the demolition and replacement of existing housing stock with new construction. Consequently, the Commission cannot recommend the adoption of CodeNEXT as written."

Hancock Candlelight Trail

This December 1st and 2nd 2017, Hancock Recreation Center will host it's annual Candlelight Trail. Walk the beautiful trail illuminated by 2000 candles, then join us inside the recreation center for hot cocoa and cookies. Both nights a jolly visitor will be
on hand to trade candy canes for letters and take photos with his fans in front of the tree. Bring the whole family Friday night for live music and dancing provided by the Austin International Folk Dancers. Join us Saturday evening for a good old fashioned
game night with Contra and Folk Dancing for everyone. Hope to see you there!
   
Hancock Soccer


Coach Brian Guequierre has been a volunteer Coach of Hancock Recreation Center\92s soccer program for over 13 years. He has lent his expertise every fall and spring season. Brian has seen staff come and go, along with rule changes and many adaptations, yet he
returns. He has mentored over 260 soccer participants, coached 156 games and ran well over 200 practices in his time with us. He currently coaches the much requested \93Red Hot Chili Peppers\94 team who sports the signature red shirts.

Winter Co-Ed Basketball

Our Winter Basketball league is structured to be a safe, recreational league aimed at beginner to intermediate players. This is a non-competitive league with volunteer coaches. Weekly practices are scheduled for eight weeks and games on Saturday for six weeks. A
jersey and end of season award are included in the program fees. This year we will also be providing one ticket per participant to attend an Austin Spurs game with the awards ceremony during half-time! We are always looking for enthusiastic

Special Meeting of the Hancock Neighborhood Association October 19, 2017

This is to announce a special called meeting for HNA onTHURSDAY, October 19th at 7: 00 PM at the Hancock Recreation Center, room 2. The purpose of the meeting is to submit a neighborhood resolution on the 2nd draft of the Code and zoning map before October 31st. This will be sent to the Mayor and Council and members of the Planning Commission and Zoning and Platting Commission.

Please come with a resolution(s) which you would like to be considered; please try and send out to the neighborhood list serve before October 19th.

If you haven’t already commented on the Code, please do; if you need assistance, send email to Mary Sanger at MarySanger70@gmail.com, include your phone number and Mary will call you and walk you through the process. The last day for comments is October 31st.

If time allows, we can discuss any other issues on your mind.

Mayor Adler Will Attend the Hancock Neighborhood Association Meeting Wednesday, September 20

Please put on your calendar Wednesday, September 20th at 6:30 pm at the Hancock Recreation Center and let your neighbors know the Mayor will be attending our regularly scheduled meeting.

The Mayor will address our concerns about the new land development Code - CodeNEXT - and the proposed new zoning for Hancock neighborhood.

The 2nd draft of the Code and the associated zoning map will be made public on September 15th. Before the 20th meeting with the Mayor, we will do our best to let HNA members know what changes, if any, have been made to the proposed rezoning of Hancock neighborhood. The first draft of the map, which was released in April, changed our neighborhood from single-family zoning to multi-family.

This is an important meeting and I hope to see you there.

Hancock Neighborhood Association Minutes for Wednesday, July 19th

At the start of the meeting, members thanked Mayor Pro Tem Kathie Tovo for joining us, and for her continued hard work on the Council. Approximately sixty HNA members attended the meeting.

CodeNext Discussion:
Mary Sanger and Mike Hebert gave a brief description of the history of CodeNext and to-date information. In summary, CodeNext is the process of updating Austin’s land development code, which regulates what can be built, where it can be built and how much can be built. The 2012 Comprehensive Plan, known as Imagine Austin, recommended the City Council update the City’s land development Code, which has not been revised since 1984. Mike Hebert explained that the CodeNext process has been non-transparent, has cut out neighborhood plans and the neighborhood planning process and has targeted Austin’s core neighborhoods for up-zoning based on their market desirability – that is, our core neighborhoods are ripe for redevelopment. This will result, not in the building of affordable housing, but in the acceleration of the tearing down of moderately priced rental and homeowner housing to be replaced by high-end duplexes, cottage courts, and ADUs. Mike H. explained the new zoning categories, which replaced Hancock’s Single Family neighborhood zone with what is termed T3 zoning increases density and allows more housing units on smaller lots. The out-of-state consultants, who mapped the City’s new zoning categories showed no appreciation of Austin’s older, dense and diverse neighborhoods. They did not follow Imagine Austin’s goals for respecting Neighborhood Plans, and creating density on the Transit and Activity Corridors, among other items. Essentially, the mappers looked at our urban core. There was no concern for the destruction of affordable housing, nor the displacement of renters or homeowners, nor the ruin of Austin’s healthy and diverse core neighborhoods.

HNA members were asked to vote on a CodeNext resolution and a letter to the Mayor and City Council, both of which are attached The 60-plus members in attendance, voted unanimously to send the letter and the resolution to the Mayor and Council. (see attached)

Perry Estate:
Carolyn Palaima, a member of HNA’s Zoning Committee, reported that the Zoning Committee had reviewed the Perry Estate’s recent permit request. The zoning committee concluded that the development plan is in accordance with the covenant entered into by HNA and the owner of the Perry Estate. HNA President, Mark Harkrider said he also will review the permit and the covenant.

Graffiti:
The neighborhood anti-graffiti team gave its report on their campaign to paint over graffiti and the lack of police resources and the inability to identify the perpetrators. The best tools to discourage graffiti seems to be painting over the marks and placing hidden cameras everywhere the perpetrators conduct their attacks.

I-35 Mainlines at Oltorf ST and Oltorf ST Bridge to Be Closed for Partial Bridge Demolition

I-35 mainlanes will be temporarily closed to north and southbound traffic from 11 p.m. until 10 a.m. Friday and Saturday nights, July 21 and 22, weather permitting, for partial bridge demolition. Mainlane closures will begin at 9 p.m. During the closure, I-35 mainlane traffic will be detoured to the north and southbound frontage roads.

Drivers headed east or west on Oltorf Street will also be detoured at the I-35 crossing during this time to the Woodward and Woodland crossings. Drivers are encouraged to seek alternate routes during the closure.

I-35 mainlanes and Oltorf Street will be reopened Saturday and Sunday mornings beginning at 10 a.m.

As part of the Mobility35 improvements at Oltorf Street, lanes are being closed to allow crews to demolish the north side of the Oltorf Street bridge to prepare for reconstruction of the bridge and construction of a new U-turn lane. During this phase of construction, traffic lanes on the Oltorf Street bridge will be shifted slightly to allow for two travel lanes in each direction. A dedicated turn lane will no longer be available. This configuration was put in place starting Wednesday, July 19, ahead of the planned bridge demolition.

The I-35 at Oltorf Street Project will bring improvements to mobility, safety, and connectivity for all modes of transportation. These include improved entrance/exit ramps and lanes, adding U-turn lanes at the Oltorf Street bridge, and bicycle and pedestrian enhancements. Work on the $40 million project is expected to continue through spring 2019, weather permitting. The contractor is OHL USA, Inc.
